No when T2/3 starts the meter changes,mobile or not.
The Hac's do the same as far as i know,and when they've gone 6 miles it goes up as well, no mater what tarriff they're on.AFAIK

In Fife the card says for "hirings begun between" the stated times.

In Angus the card says "hirings commenced between" the stated times.

In Dundee it says that the extras can be added for hirings "commenced between" the stated times.

So in this area the higher rates apply when the trip begins.

I don't think the Edinburgh card says anything, so I suppose that could mean that the rate could change during the journey.
