No you'd be subject to the whim of a bureaucrat who may live many miles away and part of a system where the big players have more say that the smaller ones.

my firm asked CEC what the rules for ph were and were told that ph and taxis follow the same rules just like the link below. so let glasgow council put you off the road as you will be able to take them to the cleaners for breaking the law.
funny that a council does not follow the rules :shock: :shock: :shock: :shock:
