Why would a firm want drivers from another area?

Have I missed the point here?

The point Mr Downtown is that PH operators are getting drivers that cannot pass the criteria laid down by their council badges from other, often rural areas which have no restrictions on numbers and little in the way of driver testing (other than CRB).

They then allow that driver to drive that vehicle on their circuit.

Perpetuation of this so called loophole will lead to large fleet owners dictating council policies, under the threat that they will just licence all of their drivers and vehicles with another authority therefore starving the authority of the revenue need to operate that department.

Why don't you get the word spread that these drivers don't know the area and aren't checked by your council.

Can a hackney carraige work from a private hire office in another borough as a private hire vehicle only

In my opinion no.
If for example a hackney carraige licensed in brentwood came to my office in london, he could not work, his vehcile is not licensed by the PCO for private hire.

I think you'll find he can as he does not have to be licensed by the PCO as he is a hackney,if he was a licensed PH from Brentwood your office would need a Brentwood PH Operators licence for him to operate in London
