Quite likely.

I think there may be a few holes in Jimbos interpretation of the events leading up to this report. Considering he was around at the time I find it odd that he can't furnish us with any background to the events leading up to this report.

I keep asking myself would an LO think up all those proposals and put them to a committee all on his own without consulting anyone?

I don't conclude easily? lol

Especially when the facts are incomplete.

The LO may have been asked specifically to present a report on certain matters relating to derestriction? The matter you refer to may have been discussed at a previous meeting and the report you quoted is a by product of that meeting?

Like I said, the background to the report is incomplete and you are not prepared for some reason to add any additional information on the matter so the report is basically dead in the water without knowing all the background facts.
