The first report by the Organisation for Economic Co-operation and Development on the European Union, criticised trade and investment protectionism in the EU and said further reforms were needed to enhance competition and complete the single market. The report recommended five policy areas where the EU has some responsibility: to strengthen the internal market; to open sectors such as gas, electricity, transports, ports and postal services to more competition; to keep reforming the Common Agricultural Policy; remove barriers to the free movement of people; and improve the targeting of regional policy.
