Ali Shafquat, 38, of Bertram Street, Roath, Cardiff, was fined 60 pounds for leaving his Hackney carriage taxi unattended on an official taxi rank in Greyfriars Road, on August 3, 2007. Shafquat pleaded guilty to the charge and was made to pay pounds 30 costs as well as a pounds 15 victims surcharge.

They get their funds via a £15 surcharge on every single fine given by the courts.

Crazy thing is that most people who get convicted of abuse/harassment etc don't get fines, they get unpaid work, curfew, jail. So they don't have to pay it.
