It stands to reason, if I pay 50K, to become the director and day-to-day manager of a taxi. The control of the license to operate, is transferred from one person to another. It might all come about within a corporate entity which holds the plate, but it's a transfer, nevertheless.
If no transfer takes place, as claimed, why incorporate the license in the first place?
The council tells us there is no intrinsic value in a plate, and that licenses are not for sale, yet large sums of money are changing hands. What are you buying if not the transfer of a license, a directorship ?
A Ltd company without a license is rendered worthless. There is, in fact, nothing to sell, nothing to buy and nothing to transfer without the the license. Incorporation is simply used as a mechanism to transfer control from one person to another.
If we can all agree, it was not the intention of Parliament to sell public property for an artificial premium, then it's a Black Market.
