I would need to clarify things but as far as I am aware the Dodge Charger Vehicle can't yet get a COIF but it may well only be an 8 seater and licensed under PH.

These Mobility Scooter drivers can be damned nuisances...often half deaf or part blind or unaware of whats around them and with little or no road sense...Ive had a few pull off the pavement without a glance to the left or right to see whats coming, they scare the crap out of me.

Im sure not all are that bad...but a lot of them wouldnt be allowed on the road driving a car with their level of awareness to other road users.

sorry...but these things should be kept on the pavement...or if they need to cross the road then use a Zebra crossing or some such like.

Unfortunately the New Highway Code (NHWC), which I am having to re-study for a second HCDL in another LA, allows some types of mobility scooters to travel on the road, eventhough they have a top speed of 8mph.

When they do, they should have a flashing amber light on when travelling along certain roads and can be on any road except a motorway. The NHWC says that they should not be on roads with speed limits of over 50mph. Note that it says 'should not' and not MUST NOT!!

These same 8mph 'speed scooters' should not travel faster than 4 mph when used on a pavement, which is the maximum legal speed for any scooter / wheelchair on a pavement. But how may of these 'speed scooter' drivers change the scooter settings (apparently they have such a switch - according to the NHWC) from the higher speed to the lower speed when changing from road to pavement travel & vice-versa?

The limo is used by sherwood limos mansfield , but belongs to another company london way who they work with , if you google dodge ram limo you get the london company.

If you take a look at the London company's website you will see plenty of limousines that can't possibly be licensed in any way, shape or form so it may be fair to assume that this limo may not be licensed. Maybe someone would like to point this out to the local constabulary.

The London based owners could also be reported to TFL but I was refering to this specific vehicle and this specific incident when I said the local constabulary.

Sadly the scooter driver lost his fight for life at the weekend, he died due to head injuries he received. RIP.

A 77-YEAR-OLD man has died of injuries he suffered in a road traffic collision in Mansfield Woodhouse last month.

Hedley Snowdon, of Slant Lane, Mansfield Woodhouse, was riding a black mobility scooter when he was involved in a collision with a black Dodge limousine at the junction of Leeming Lane South, Butt Lane and Old Mill Lane at about 3.05pm on Friday August 20, 2010.

Mr Snowdon suffered serious chest and head injuries and was taken to Kings Mill Hospital, where he remained until his death on Monday.

The 32-year-old man driving the limousine was uninjured in the collision.
